Not enough cops, criminals rule the roost

The lathi-wielding policeman has lost the battle against crime in Gurgaon. With less than 3,500 police officers to keep an eye on a population of 20 lakh, law and order is an important cause for concern. The city police seem helpless amid increasing number of robberies, chain snatchings,
brawls, road rage cases and murders. 

Though criminals have sophisticated weapons and have increasingly become tech-savvy, the police here wield lathis and have little or no clue about cyber crime. In August this year, six boys attacked a policeman near SRS mall when he was inquiring about an accident in which they were involved. 

Earlier, on April 14, two policemen and their associates were assaulted by a group of unidentified men outside a liquor vend in DLF City when they objected to drinking at a public place. 

Assistant sub-inspector Rajesh Kumar (30), head constable Vinod Kumar and their friend Yogesh Kumar (28) were brutally beaten up at the vend located just off the Gurgaon-Faridabad Road There has also been a significant rise in drunken driving cases in the city. In 2010, the police had issued 7,462 challans, while, in 2011 (till September 30), the figure has almost reached 10,500. 

According to police officials, accidents involving drunken driving have also increased. Till September 2011, 646 fatal accidents took place on city roads. "In majority of these cases, motorists were driving under the influence of alcohol," said a police official.

The city police force, which is facing severe staff shortage, has failed to curb the menace, though it has launched occasional drives. 

However, the police department feels that they have the situation under control.
"For the past two months, no major crime incident has been reported here. We are doing our best to secure the city from unlawful activities," said Maheshwar Dayal, DCP (east), Gurgaon.

Cybercrime targeted in $200K San Francisco grant

For a city nestled in the heart of California’s technology industry, the high-tech resources and expertise of San Francisco police and prosecutors have long been limited.
On Tuesday, prosecutors got a badly needed boost to their ability to investigate high-tech crimes.

The Board of Supervisors approved a $200,000 U.S. Department of Justice grant for the District Attorney’s Office to pay for a senior investigator, forensic equipment and training for the office’s high-tech crimes unit. The unit prosecutes ID and intellectual property theft, computer hacking and other high-tech crimes.

“Despite the fact that we are situated so close to the birthplace of high-technology innovation, San Francisco — from a law enforcement investigative standpoint — does need ample resources to supplement and enhance current programs for investigations on high-technology crimes,” was how prosecutor Conrad Del Rosario put it to a Board of Supervisors committee last week.

“Unfortunately our cyberunit now consists of one prosecutor, and that’s me,” he added.
Del Rosario notably prosecuted a city network engineer, Terry Childs, who was convicted of withholding passwords to The City’s main computer network in 2008. City officials were locked out of the network for 12 days and feared a shutdown of many city services. Childs received a four-year prison sentence.

The grant will also allow the District Attorney’s Office to expand its relationships with state and federal prosecutors — as well as with the private sector, including tech companies such as Adobe, Apple, Cisco, Electronic Arts and Microsoft, according to its grant application.

The application cited a worldwide rise in counterfeited and pirated goods, and the particular susceptibility of California businesses to intellectual property theft because of the state’s “unique market position.”

Separately Tuesday, Attorney General Kamala Harris, the former San Francisco district attorney, announced a new statewide prosecutorial unit to combat ID theft and cybercrime.

Microsoft, PIN engage Nigerian youths on cybercrime

AS part of its commitment to  combat cybercrime in Nigeria, the  software giant, Microsoft Nigeria has announced  additional support for the Microsoft Internet Safety, Security and Privacy Initiative for Nigeria (MISSPIN), through a new grant aimed at engaging young Nigerians to address the country’s current cybercrime problem.
The new grant from Microsoft announced last  Monday will also  support complementary MISSPIN projects including the facilitation of a roundtable discussion with selected young people who signed the online petition, in Abuja, with a focus on discussing any provisions that may need to be revised in the latest draft of the cybercrime bill that was developed by a committee drawn across various government departments.  The grant, it was learnt would  also support courtesy visits  by Nigerian youth, selected from the pool of Video Contest entries, who will visit the National Assembly and other stakeholders.
The grant, according to the software giant is expected to  support a Video Contest aimed at generating youth-focused and citizen-created content on the subject.
The contest, according to Microsoft  was built  on the success of the ‘Maga No Need Pay’ video, which drew significant attention to the menace of cybercrime in the country.
“We’re advocating for a youth-led push for cybercrime legislation because this is where we feel we’ll have the greatest impact” , the Executive Director of Paradigm Initiative Nigeria, Gbenga Sesan, said, adding that,  “Social media is an important platform for generating awareness and facilitating dialogue around these types of issues, and we’re continuing to explore new ways to use it to engage and inspire youth.”
For Partners in Learning Project Manager, Microsoft Nigeria,  Ugochukwu Nwosu, “Internet fraud in Nigeria has a crippling impact on the country’s ability to do business globally and is a problem that needs urgent attention,”
According to him,  Microsoft Nigeria was  working with PIN and others in both the private and public sector to apply creative solutions to the menace of cybercrime.”
With this , Microsoft and Paradigm Initiative have called  for entries of short videos  no longer than 5 minutes  that uniquely capture audiences and deliver on the question: How can Nigeria tackle cybercrime effectively?
The best of the video entries, Microsoft said  will be screened at the office of the Deputy Speaker of the House of Assembly and posted on the internet.
Subsequently, a letter  requesting for the support of the House of Assembly and other stakeholders, towards the passage of the proposed cybercrime legislation would  also be presented to the Deputy Speaker of the House of Representatives.
Accordingly, participants who submit the best five entries will be invited to join the National Assembly visit, and all their costs will be covered.

California's newest cybercrime task force unveiled in San Jose

Surrounded by more than $1 million in confiscated jewelry, Attorney General Kamala Harris unveiled a new statewide cybercrime unit in Silicon Valley on Tuesday aimed at investigating and prosecuting such misdeeds as the ATM-skimming scheme that recently fleeced more than 500 Lucky supermarket customers.
Harris said the "eCrime unit" will provide another layer of much-needed protection for consumers and businesses in the Golden State. Currently, five regional task forces and a lab overseen by the FBI also pursue cyber criminals.
The new unit's 20 state investigators and prosecutors will work with local law enforcement to fight five categories of crimes involving electronic devices or networks -- child exploitation, Internet fraud, the theft of computer components and services, intellectual property crimes and identity theft. About 1 million Californians annually are victims of identity theft -- amounting to $46 million in losses last year alone.
Many cybercrimes occur in several jurisdictions or remotely by cloud, making it difficult or impossible for local authorities to prosecute. State prosecutors, on the other hand, are empowered to take on such multijurisdictional cases.
"I am creating the eCrime unit so that California can be a leader in using innovative law enforcement techniques to target criminals," said Harris, who spoke at the crime lab on Hedding Street in San Jose run by the Santa Clara County District Attorney's Office.
Other large states have similar units, including Florida and Illinois, according to the National Association of Attorneys General, but many focus on a relatively narrow spectrum of crimes, including child molestation and pornography.
The launch drew praise from Stuart McClure, worldwide chief technology officer for McAfee, a leading computer security firm based in Santa Clara.
"I hope the world is watching because this is what we need to do more of," he said.
McClure said he's frustrated by the lack of technical know-how at many law enforcement agencies throughout the world, as well as by the complacency of others, who don't realize what a big threat cybercrime presents. A smattering of states in the U.S. "get it," in particular Maryland, which he said has a unit somewhat like the one Harris has created.
Harris said some government offices in California still are lagging technologically. As recently as 2004, two-thirds of San Francisco's prosecutors didn't have email, she said. The situation reminds her of law enforcement's initial struggle to accept DNA testing, now an invaluable tool.
So Harris also is opening a tech center in Fresno to train and assist law enforcement authorities with high-tech investigations, including how to retrieve evidence from smartphones, and use GPS to determine where and when a cellphone photo was taken.
In the Bay Area, Harris' unit is already prosecuting a case solved in April by the Rapid Enforcement Allied Computer Team, known as REACT, under the supervision of District Attorney Jeff Rosen. The task force recovered $36 million worth of chips manufactured by Intel and stolen at gunpoint from a Fremont semiconductor company. Authorities arrested several men, who face a maximum of life in prison if convicted of the charges, including armed robbery and kidnapping for robbery.
"Our cooperation has flourished," Rosen said at the news conference also attended by Assemblywoman Nora Campos, D-San Jose.
The unit now has 20 active cases and an additional 17 cases under investigation. Earlier this month, it filed felony charges against Chen Zhang in San Joaquin Superior Court, including possession of unauthorized and counterfeit jewelry from five different companies. Harris' investigators seized $1.5 million worth of jewelry, which was on display Tuesday at her San Jose news conference.
The unit also is prosecuting several defendants accused of running an identity-theft scam at ATM vestibules across seven counties.

T-series offical website hacked by TGH Hackers Group

The official website of of T-Series get hacked by well-known hackers group Teamgreyhat(TGH). They have also hacked into the Database of T-Series and exposed private information. According to the hacker the size of db is around 1.4GB. TGH not only hacked the T-Series official site but also hacked its sub domain & the mobile version of the T-Series site. The hacker group made the deface mirror arab-zone. Previously a hacker group named ZHC has also hacked the T-Series site. After ZHC now TGH, it seems that T-Series is really under cyber attacks from different part of the world.

Ministry of Foreign Trade boosts cyber-security

The Ministry of Foreign Trade is implementing the latest aeCERT measures and practices to bolster cybersecurity after signing a MoU with The Telecommunications Regulatory Authority (TRA), represented by the UAE Computer Emergency Response Team (aeCERT).


"The TRA continues its endeavor to expand its portfolio of governmental entities that signed MoUs to promote their cyber security. The TRA, by doing so, aims to promote this kind of security of governmental entities in a way that protects their data and operations from any possible attacks, hence achieving cyber security in the UAE," said Mohamed Nasser Al Ghanim, director general of the TRA.


The MoU stipulates that aeCERT will work towards bridging all gaps and weak points that might be used by hackers to infiltrate the ministry's data and damage or steal it, as well as providing enhanced cyber-security measures.

The aeCERT will also provide the Ministry with coordination mechanisms for information exchange, provide the ministry with warnings related to cyberspace risks including attacks, viruses, and intrusion, in addition to providing response services to cyber security incidents by aeCERT.


"The UAE is a global commercial hub and destination; therefore, the Ministry of Foreign Trade is one of the country's main interfaces. Enhancing its cyber security is a step towards maintaining the UAE image with respect to international business. We are pleased to sign this agreement today, and we are ready to provide all the necessary expertise we have in order to achieve our goal in protecting our governmental headquarters from cyberspace risks," said Al Ghanim.

Middle-aged, not young,taking more to e-crimes

BANGALORE: The young may be cyber-savvy. But it is the middle-aged Bangaloreans who are finding in the web a vent for their criminal tendencies.

Data collected by the National Crime Records Bureau shows that in Bangalore, those between 30 and 45 years of age are involved more in cyber crimes than youngsters. Among 17 persons arrested for various crimes under the IT Act in the city during 2010, 10 were from the age group of 30-45.
Bangalore is very much unlike other Indian cities in this regard. In fact, it is the youth who top the list of cyber criminals across the country. According to the bureau data, 491 of the 1,193 people arrested for cyber crime during 2010 are people in the age-group of 30-45, while 563 are youngsters in the age group of 18-30.

Since 2008, there has been an increase in the number of middle-aged people booked for cyber crimes in the city.

The bureau records suggest that most cyber offences are for illegal gain, eve-teasing and harassment. According to cyber crime officials, social networking sites have turned hotbeds of eve-teasing.

"Impersonation, posting abusive messages and stealing photos for misuse later are some of the cases that come to us," the cyber crime cell officials told TOI.

The officials also said that there are a good number of married persons reporting threat or harassment through mails from their spouses or other family members.

Family court lawyers confirm the rise in the instances of 'online harassment' within families. This trend of harassment by sending emails and posting messages on social networking sites has been on the rise in the past few years. This is often used as a documentary evidence to prove abuse or cruelty by either party in family courts. In criminal cases also such messages are used by the defence," said Ramchandra MR, a family court advocate.

DEA opens office in Sofia in 2012

After the talks the head of the Bulgarian government said the US official had spoken highly of bilateral cooperation on organized cross-border crime. In 2012 Washington will open a permanent office of its Drug Enforcement Administration (DEA) in Sofia.

More than a month ago Interior Minister Tsvetanov paid a visit to the United States, and brought back the news of the establishment of the joint operation in Sofia to counter child pornography, identity theft and financial fraud on the Internet. The FBI Director said Bulgaria was a reliable and strategic partner, Tsvetanov said after the talks in Sofia.
